Bears chairman George McCaskey and his top execs are examining the team’s entire football operation and have brought in an outside consultant as part of the process, sources told the website.

While Fox’s future in Chicago is tenuous, GM Ryan Pace — also in his second year — appears to be safe for now, as the organization believes it’s too early to show a personnel guy the door.

Quarterback is one of the many issues facing the Bears. Jay Cutler, who has been out since Week 2 with a thumb injury, is expected to start Monday night against the Vikings, despite the veteran not being a part of the long-term plans of Fox and the font office, NFL.com reports. In fact, Cutler was kept away from practice while Brian Hoyer started in his place.

Asked this week if he has Fox’s trust, Cutler responded, “He doesn’t have a choice, I guess, at this point.”

In his second year in Carolina, Fox led the Panthers to an 11-5 record and a Super Bowl appearance; in his second year in Denver, the Broncos went 13-3 (they went to the Super Bowl the following season). No such turnaround is on the immediate horizon in Chicago.
