Jordan, also an outspoken critic of President Joe Biden’s vaccine mandates, asked whether Americans would “have to show your vaccine passport to get your crack pipe” in a tweet on Wednesday. The congressman made the remark after a number of conservatives expressed outrage over claims that crack pipes would be included in a Biden administration program for harm reduction among drug users.

A Monday report from the Washington Free Beacon cited an unnamed Department of Health and Human Services (HHS) spokesman who allegedly said that the Substance Abuse and Mental Health Services Administration’s (SAMHSA) $30 million harm reduction grant program would “provide pipes for users to smoke crack cocaine, crystal methamphetamine, and ‘any illicit substance.’”

Although the program’s website does mention “safe smoking supplies,” claims that crack pipes would be included in “safe smoking kits” were disputed by the White House, HHS and the Office of National Drug Control Policy (ONDCP) on Wednesday.

“No federal funding will be used directly or through subsequent reimbursement of grantees to put pipes in safe smoking kits,” HHS Secretary Xavier Becerra and ONDCP Director Dr. Rahul Gupta said in a joint statement. “The goal of harm reduction is to save lives. The Administration is focused on a comprehensive strategy to stop the spread of drugs and curb addiction.”

“[Crack pipes] were never a part of the kit; it was inaccurate reporting,” White House Press Secretary Jen Psaki said when asked about the statement during a press conference on Wednesday. “A safe smoking kit may contain alcohol swabs, lip balm, other materials to promote hygiene and reduce the transmission of diseases like HIV and hepatitis.”

“HHS put out the statement because there was inaccurate information out there, and we wanted to provide clarification on the allowable uses for the HHS Harm Reduction program,” she added. “The statement makes clear that we don’t support federal funding, indirect or direct, for pipes.”

The Washington Free Beacon article also claimed that the harm reduction program was intended to distribute “crack pipes to drug addicts” as part of the administration’s plan to advance “racial equity.”

Jordan was not the only Republican to object. Senator Marsha Blackburn (R-Tenn.) issued a call to “end government-funded crack pipes” on Twitter, while Senator Marco Rubio (R-Fla.) complained that there was “no end in sight for this lunacy” since Biden was “sending free meth & crack pipes to minority communities in the name of ‘racial equity.’”

The program, which was authorized and funded by Biden’s American Rescue Plan, will distribute $10 million in harm reduction grants annually over the next three years. SAMHSA accepted applications from state, local, tribal and territorial governments, as well as tribal organizations and community-based organizations, until February 7. The agency expects to award 25 grants of up to $400,000 each per year.

“Harm reduction service providers will be asked to develop or expand evidence-based services that may include, but not be limited to: the provision of sterile syringes, safe sex kits, prevention education about synthetic opioids and other substances, overdose prevention kits including naloxone distribution, peer worker engagement, medical services, case management and referral to treatment,” a December news release announcing the program stated.

U.S. drug overdose deaths exceeded 100,000 for the first time in 2021, rising nearly 30 percent from the previous year. Biden described the death toll as a “tragic milestone” and pledged that his administration was “committed to doing everything in our power to address addiction and end the overdose epidemic.”
